Repeal of Part 1203 and addition of new Part 1203 to Title 19 NYCRR
A Notice of Adoption by the Department of State has been published in the
New York State Register on October 26, 2005. The notice of adoption affects
the administration and enforcement of the Uniform Fire Prevention and
Building Code. The rule making repeals the existing minimum standards for
the administration and enforcement of the Uniform Fire Prevention and Building
Code that local governments must follow and adopts new minimum standards.
The effective date for the new regulation is January 1, 2007.

New Program Review and Reporting Form
19NYCRR Part 1203
Title 19NYCRR Part 1203 (effective January 1, 2007), requires every city, village, town,
and county, charged with administration and enforcement of the Uniform Code to
annually submit a report of its activities to the Secretary of State. The information
provided on this form is used to verify your municipality's compliance with the minimum
standards for administration and enforcement of the Uniform Code contained in Part 1203.
The information provided will also be used to develop education, outreach and support
programs for municipalities and Code Enforcement Officials.
Please note: The form does not need to be completed till January 2008 for the
Reporting Year 2007. The form has been made available so municipalities can
determine the recording keeping necessary to complete the form.

Carbon Monoxide Alarms
At its meeting held on December 16, 2009, the State Fire Prevention and Building Code
Council determined that adopting this rule on an emergency basis was required in order
to comply with legislation, Amanda’s Law, which will go into effect on February 22, 2010,
and to preserve public safety by clarifying requirements for Carbon Monoxide Alarms.

This proposal is in the process of being adopted as an emergency rule.

Corrugated Stainless Steel Tubing (CSST)
At its meeting held on December 16, 2009, the State Fire Prevention and Building Code
Council determined that adopting this rule on an emergency basis is necessary to
preserve public safety by clarifying requirements for electrical bonding of gas piping,
clarifying requirements for protection of gas piping against physical damage, and
adding new requirements for installation of gas piping made of corrugated stainless steel
tubing (CSST), which will increase protection against fires caused by lightning strikes
in the vicinity of buildings equipped with CSST gas piping and fires caused by
accidental punctures of CSST gas piping.
